新北市淡水國民運動中心希望能有一塊乘涼綠地，可供人停留和休息。我們因此提議了以海浪為形體的柳樹亭，並把它取名為《太平洋的風》，其名稱是來自於台灣音樂家胡德夫所創作的歌曲。太平洋的風，深情的觸動，並保護著台灣島嶼。淡水位在台灣島的北端，也被太平洋的風所吹拂著。我們希望藉由海波綠波的融合，突顯淡水被太平洋的風吹拂的特質，也藉此向此首歌曲致上敬意

The first garment, the first breath, the first homeland, the first occurrence, was the Pacific wind blowing in and sweeping over all things. An innocent child comes into the world with the wind as his cloak; his breath is fine as silk, yet he is full of vitality. How many faces did the wind blow across before it blew across my own? The Pacific wind is still blowing. My first feeling in this world – a world that I was just coming to know. The wind dances over the vast expanse of the ocean, wraps around the mountain peaks, glides across the plains, and up and down the slopes. The Pacific wind is still blowing. A first motherly touch, a first awakening. The wind propels countless boats across the ocean and into safe harbors. If shuttles across the beautiful strait, and along the endless coastline. It blows across you and me, playing the lively songs of the grasslands. The Pacific wind is still blowing. The first feeling of peace – a peace that I was just coming to know. The wind scattered the imperial hegemony, creating a beautiful tropical country. It carried with it an island country air – carefree, regal, and plentiful. It dispersed the imperial flags and nurtured the betel nut leaves. This wind, touched with the fragrance of orchids, entered our village and blew open my beloved window. When the Pacific wind gently lifted, it brought with it true tranquility. The wind was the first feeling, bringing the first awareness of our world.
